Are there any restrictions against going outside campus?

Not at all. There are no restrictions against going outside the campus unless enforced by the administration for health or safety reasons. But whenever you do leave campus, it's recommended that you carry your institute ID cards with you so that you can show it at the gate while entering and exiting.
